The governor of Zamfara executes an executive order and restructures MDAs

Dauda Lawal, Governor of Zamfara State, has signed an Executive Order to combat inefficiencies in the state civil service.

The Executive Order, according to a statement made available to journalists in Gusau, the state capital, by the Permanent Secretary, Cabinet Affairs, Lawal Hussein, is an instrument to streamline ministries and refocus their tasks to correspond with the administration’s priorities.

The governor also implemented a complete restructure of the state government’s Ministries, Departments, and Agencies, or MDAs.

Certain MDAs were created, dissolved, merged, and renamed as part of the reorganization process.

“It is also important to note that there have been modifications to the nomenclature for officers who attain the directorate grade levels (GL 15 and GL 16) in the Administrative Cadre,” stated the Permanent Secretary in a statement.

“The title of Director Administration has been changed to Director of Administration and Personnel, DAP.”

“Similarly, for individuals in the Finance Officers Cadre who reach similar ranks, the title has been changed from “Director of Finance” to “Director of Finance and Accounts, DFA.”

The Governor’s Office is in charge of the following organizations and offices: Government House Administration, Projects Implementation Unit, Humanitarian and Relief Matters, Zamfara Social Intervention Programme, Z-SIP, and Bureau for Public Procurement, BPP.

Domestic Affairs Unit, Special Duties, Economic and Finance Matters, Debt Management Office, Infrastructure and Urban Renewal, Inter-Community Relations, National Social Investment Programme, Non-Governmental Organizations/Protocol, Board of Internal Revenue, Zamfara Geographic Information System, ZAGIS, and Investment Promotion Agency are among the other departments.

The statement also announced the rearrangement of the Deputy Governor’s and Secretary to State Government’s offices.

The SSG’s Office was divided into two offices: the Office of Cabinet Affairs and the Office of the Council Secretariat, Public Affairs, and Inter Relations Procurement Units.

The statement went on to say that the programs of agencies and parastatals overseen by the Office of the SSG, such as the Hisbah Commission, Hajj Commission, Zamfara Agency for the Control of AIDS, ZAMSACA, Central Delivery Coordinating Unit, Substance Abuse and Human Trafficking Agency, Home-Grown School Feeding Programme, Quota System and Recruitment, would be effectively monitored going forward.

“The Chief of Staff is responsible for the general administration of the Government House,” the statement continued. He arranges the Governor’s calendars and advises him on appointments and meetings with groups, organizations, and persons in collaboration with the PPS. He also presides over all political appointees in Government House.”

The Governor’s Chief of Staff oversees three offices and four departments: the State Deputy Chief of Staff, the Deputy Governor’s Office, and the Liaison Offices.

According to the SAREWAHAUSA the state governor, Dauda Lawal, recently decreased the number of ministries from 28 to 15.

In addition, he reduced the number of Permanent Secretaries from 48 to 28.

He pointed out that the excessive number of ministries and permanent secretaries contributed to the state’s high cost of governance.
